Owners of many rental properties must retrofit their apartments and condos to meet higher earthquake safety standards.
These apartments and condos were built before 1978, have 4 or more units, have soft-story and wood frame. There are:
13,500 apartments/condos, out of which 3,200 apartments/condos are in San Fernando Valley.
1,500 concrete buildings.
Many property owners will be willing and ready to sell.
Many property owners would be unwilling to and unable to complete earthquake retrofit to their buildings. Property owners have 7 years to complete the retrofit. Many owners will not be able to finance the retrofit. They are unwilling to go through the retrofit process, which include getting several permits, hiring and managing construction contractors, etc…
